Carlos Blandon

IPARD Program Lead - Political Incidence, Rights and Social Participation

Carlos has over 25 years of experience in international relations, business, public service, and development work, including eight years with USAID in Panama, 15 years with the Government of Panama and two years as an independent consultant. His areas of knowledge and experience include development economics, environment, security, anti-corruption programs, public policy, enterprise development, rural development and Indigenous rights and development.

Carlos holds a university degree in International Business (major in Economics and Business Administration), an Executive MBA, and postgraduate studies in Corporate Social Responsibility. He has extensive experience in project management and hands-on knowledge of on-the-ground development challenges in Latin America and Panama.
